Indeed it seems that it 'just' takes 8-15 seconds. Still seems to be a bug.

Now, while writing this report, the rules seem to have appeared (the same rule was added several times). So it seems that this is:

• happening surprisingly slowly (on the order of minutes!)
• no progress indicator is shown
• because of the slowness, the same rule will be added multiple times (without an error)
