Sorry, I was not able to reproduce the issue.
Following your workflow, the instance launches successfully.
You might have encountered a temporary problem or there is a misconfiguration in the network.
Please check if you also configured a subnet for your network (needed to get a DHCP address for your instance).
Please check also if you might have exceeded your quota.
