Hi,
Can you please make my VM active again? I tried rebooting but nothing happened. When I try to connect with putty , it posts "server refused our key". Is this the problem? Can you please turn my VM active?

yesterday there was some problem in the Spain region.
I have forwarded your issue to the Spanish node support team.
In the meantime, try again to reboot your instance and let us know if your instance is back in "Active" status and reachable via ssh.
Today I have solved a similar problem in this way.
