        The user guide says "<policySets> element from namespace http://thalesgroup.com/authz/model", i.e. this is an XML namespace, not an actual live browsable link. You can see it used as xml namespace in all the xml examples of the guide. Although it looks like a real HTTP link, the user guide is not telling you to browse that link. It could have been "urn:thalesgroup:authz:model" instead. I fixed the next release documentation to emphasize the fact that this is no browsable link (just XML namespace).
