Description
While trying to add a new security group Rule with the values :
Ip Protocol : TCP
From port : VALUE < 0 | VALUE > From Port
To port : 22
Source Group : CIDR
CIDR : 0.0.0.0/0

When an error happens while trying to add a new rule It should be mentioned
to the End user.
No message what so ever is shown when error happens while adding new rule.

I've checked the console, and it is a bug of the cloud portal. If we try to add a security rule where from port is 0 and to port is e.g. 22, we got to a bad request error. It is the same for other sites as well.
