We have not received an answer from de Incense Acelerator. They may be on holidays and we need an answer as soon as possible, because the closing date is September the 15th and we cannot allocate resources to prepare a proposal until being sure that Sandetel is eligible.

Dear Sir:
Sociedad Andaluza para el Desarrollo de las Telecomunicaciones, S.A. (SANDETEL) is a public company, wholly owned by the Regional Government of Andalusia and attached to the Regional Ministry of Employment, Enterprise and Trade. It is a non-profit organization that returns any profits to the Regional Government.
Sandetel is interesting in presenting a proposal to Incense 2nd Open Call (we have a Commitment letter from Enel Spain (before Endesa)) but we are not sure if we are a SME due to the following reasons:
1. Sandetel (www.sandetel.es) is company with a turnover no exceeding 35 millions € and with a staff of 230 employees.
2. Our owners are the public bodys: “Agencia de Innovación y Desarrollo de Andalucía (IDEA, http://www.agenciaidea.es/ )” and the “Agencia Pública Empresarial de la Radio y Televisión de Andalucía (RTVA, http://www.canalsur.es/rtva-2809.html )”.
According to COMMISSION RECOMMENDATION of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises, we think we can be consider a partner enterprise because our owners are public.
We would like to know if we are eligible (3.1 Type of beneficiaries) if we present a proposal to Incense?

We have contacted with NCP in CDTI and they are on holidays. The NCP for H2020 in Andalucia (Jaime Duran) has recommended us to contact Fi-Ware team as they will decide if we are eligible or not.
The owners of Sandetel (S.A.) are public bodys: “Agencia de Innovación y Desarrollo de Andalucía - 51% shares (IDEA, http://www.agenciaidea.es/ )” and the “Agencia Pública Empresarial de la Radio y Televisión de Andalucía - 49% shares (RTVA, http://www.canalsur.es/rtva-2809.html )
We have read the SME definition by UE (document attached) but we are not sure if Sandetel is eligible.
¿Do you know if next week there will be any Fiware team to give us an answer?

I've tried to reach someone from INCENSE team but it seems all key contacts are away on holidays (I've contacted already 5 people).
So anyway, we found a partial solution, so you don't miss more days, apart from FIWARE team there's other channel you can use to ask for information, for your enquiry you can contact the National Contact (CDTI). They will be able to answer your question.

Hola Javier,
Te escribo porque nos ha llegado a la lista de "general help" de FIWARE un email para participar en vuestra 2da call. Son una empresa andaluza (su email esta más abajo) pero al parecer que está financiada mayoritariamente con fondos públicos y parece ser una SME, pero quieren saber si pueden enviar una propuesta a vuestra convocatoria de INCENSE.
Por favor, ¿le pueden contestar? Ponme en copia por favor, así puedo seguir el tema y cerrar el ticket.

We have received your consultation trough the FIWARE General Help desk, sorry we did not received your consultation on the 'info@incense-accelerator.com' mail box.
In any case find here our answer as INCENSe Accelerator.
Even if SANDETEL could fit SME profile According to COMMISSION RECOMMENDATION of 6 May 2003 and then be considered as an eligible applicant according to point 3.1 Type of beneficiaries in INCENSe Guide for Applicant, most probably SANDETEL (as far as it is owned by 2 public entities) would not be prioritized in the evaluation process as would not be considered as a Startup in the sense explained in point 4 Type of projects in the same Guide for Applicant.
In INCENSe Accelerator we expect to fund projects coming from companies where founder owned at least 51% of Shareholder’s Equity, understanding founder as entrepreneurs. A company, even a SME, being owned and promoted by some public entities would not be understood as an Startup in this sense.
As conclusion, you could apply to INCENSe 2nd Open call but you would be in a weak position in comparison with other companies fitting better in this Startups profile.
