      I tried to configure the security groups but still can not edit them.

      There are two errors :

      The first attempt to register the ICMP -1, the application gives an
      error: " the value must be equal to or greater than 0 " .

      Second , to try to enlist the TCP 80 with public ip , add the button
      does not create the rule.

      I attached screenshots .

        When you create a keypair you obtain a pem file. You have to convert
        it into ppk by using puttygen and then use it in putty. Are you sure
        you are using the right key?
