dear thierry,
i think the best way is saying that in the following weeks the fi-osc will
be launched and that along today the public consultation process on the
fi-osc governance will be opened.
may be it is possible to anticipate that there will be a dedicated
incubation process which will allow new geris to be included in fiware.

We definitively have to test the process for incubated GEs. What are the expected documents to analyze the interest of the GE?

(I have been clicking around for about 1 min to find this information at FIWARE.org but failed, however I remember there was something related)
Should be fine now, as FIWARE is working on a Governance Model document which includes also information on this application process.
As of July 14th and until 31th July it is in RFC status.
