It seems that the external network in Lannion for public Ips is Public-External-Network<https://cloud.lab.fi-ware.org/#neutron/networks/7b8beeaa-758f-4815-8559-c2a78f96b092> (mainly due to the name). But, according to its description it is not. Can you provide to me more information?

As discussed by mail, We will check the configuration (why the network is not declared as external) and we will give a feed asap
Here is the detail of the network. As far as it is described on the OpenStack guides, an external network is defined by the attribute router:external = True. So in our opinion, there is a problem in the way the information is parsed by the Cloud Portal
