The problem with bad internet connection, is now resolved. The reason was that there were three pieces of p2p file sharing instances installed in our node. These instances swallowed all the available bandwidth. These instances are now removed, so now should it work much better. I have contacted the user directly, but he hasn't answer to my e-mail so we can close this ticket
