The users and programmers guide is mostly up to date and consistent with the 3.3.3 software version.
However, it is true there are few discrepancies between this guide and the video course in fiware academy.
But overall, the course has kept its meaning, despite the software evolutions that have occurred over time: only the third (last) video has been impacted by some software evolutions.
You are right regarding the "start CEP instance" step: it is no longer required.
My advice is to follow the users and programmers guide, which should be completely consistent with the provided SoapUI test steps quickstart.
So to eventually and clearly answer your question: yes, the course is kind of obsolete, but remains ok for most of the features, and for all the mentioned concepts.
