Ok, I found out how to do the soft reboot, but I get:
Error: You are not allowed to soft reboot instance: rokubunsaas

Any clue how can I work around that?

We had one outage in one of our datacenters. It is solved now. Maybe you should try to start it again. Maybe you'll need to try to do a hard reboot if a soft reboot doesn't work.
