the rules are:

• admin can modify all cockpits;
• a final user can modify only a cockpit he created, he cannot modify cockpits created by other users.
  Therefore, since you created the cockpit as admin, you can create a shared folder (a sub-folder of root "Functionalities" folder), provide Execution permission on that folder to the user's role, and then move the cockpit into that folder (check if cockpit is in Released state on its detail page).
  This way the user will be able to see it, execute it in read-only modality.
