      Description

      Hello,

      I am trying to create new user accounts via the Keystone API and the SCIM API using the FIWARE KeyRock lab instance. In both cases I get status code 403 with message 'You are not authorized to perform the requested action: identity:create_user'. Please let me know how to get authorization to do this.
