Dear Craig,
Thank you for your request. The FIWARE Generic Enablers are open for you
to use, so feel free to register and start
<https://www.fiware.org/developers-entrepreneurs/> using those enablers
which you believe may be relevant for the development of your
applications. You may be interested to know that there has been already
some agrifood development related with FIWARE; more information at
http://www.smartagrifood.com/.
In principle there is no European funding to support organisations from
New Zealand. I would suggest however to contact the SmartAgriFood FIWARE
accelerator to discuss this further with them.
Then if you are interested in discussing with your national or local
public authorities and see how they could help in setting up a local
FIWARE ecosystem, do not hesitate to let me know and we will see how we
could help.
Thank you for your interest in FIWARE.
Best regards,
Jacques Magen, FIWARE Mundus representative

Dear Craig,
surely you can use the FIWARE platform. As regard funding, I don't think you can apply, but you can contact the accellerator mailinglist to find out more (you can contact them from the following page: https://www.fiware.org/contact-us/ "fiware-acceleration-help" link).
Regards,
Federico
