there are several ways to open a "fiware region" depending on what you exactly would like to achive. here are the various possibilities:
1. create a sort of fiware competence center, fiware ihub in our terminology, where fiware expert, both at technical level and at business level, provide consultancy, free or not depending on the business model of the ihub, to fiware adopters (i.e. organisations, large or small, which would like to implement their solutions based on fiware, and to domain stakeholders (e.g. local public administration) which would like their platform to be fiware-based. such ihibs shall be open to any organisation and/or individual who would like to become member of it according of course they are able to serve the purpose. such ihub can be federated with the other fiware ihubs sptread worldwide in order to create eventual synergies, exhange experiences and so on. more information you can find at https://www.fiware.org/community/fiware-ihubs/.
2. create a fiware lab region. this an instance of fiware lab which provides the full stack of fiware technologies as a service in order to bust and/or support the adoption of fiware technologies. this of course can be combined with 1 above.
